Homeless youth Anthony, joined by his dog, hangs around the outside of Pioneer Place hoping for some spare change from passers-by. The first week of June the city's controversial sidewalk obstruction ordinance will expire unless council votes to renew. Many store owners worried--they like the law that gives cops right to ticket people for sitting and lying on sidewalk. Majority of those cited were from group of young homeless called Road Warriors.
